The COSF requires all owners of vacant real property to register their property with the City within 30 days of becoming vacant. Vacant real property means real property that: Is intended for habitation, has not been lawfully inhabited for at least 60 days, and has no evidence of utility usage within the past 60 days; or is partially constructed or incomplete, without a valid building permit.
The purpose of this ordinance is to improve the appearance of neighborhoods and to hold property owners accountable by having their information readily available for Code Enforcement officers or other city officials. When violations or issues occur at these properties, officers are able to have a direct line of communication with the owners, allowing them to solve problems quickly and efficiently.
