The South Fulton City Council passed the Johnny Tolbert Heat Injury Ordinance unanimously on April 26, 2002. The ordinance is named after the 12-year-old football player who died in a heat-related emergency at Welcome All Park in 2016. The ordinance mandates coaches in South Fulton youth sports programs receive heat-related training. Water vessels will be placed at park amenities that host youth athletics to cool body temperatures in heat-related emergencies.
