Ms. Winfield has 20 years of experience in municipal government, including responsibilities in all phases of government operations and administration. Her highlights include roles with the City of Memphis as Assistant City Attorney, Memphis WIN Chief Operating Officer, and District of Columbia’s Deputy Director of Workforce and Economic Development.
Ms. Winfield recently led a multi-department Workforce Development Bureau, comprised of more than 250 employees across six (6) locations, with functions ranging from management information systems, community outreach, economic development, procurement, finance, facilities management, fleet maintenance, performance management, training and development, performance monitoring and enforcement while administering local, state and federal funds in excess of $60M annually.
